Ukraine has great potential for development of its own biofuels market
As it became known from the press release of "FGL Energy LLC" company, 21-23 October 2009 in Kiev (Business center "Leonardo") was held International Industry Conference "Biofuels. Ukraine-2009". It should be noted that the organizer of the event was "FGL Energy LLC" company, wich is officially supported by the Verkhovna Rada Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety of the Ministry of Agrarian Policy of Ukraine.
As stated in the report, the International Industrial Conference "Biofuels. Ukraine-2009" has become a discussion forum for the discussion of the complex of current issues related to industrial production and use of all types of biofuels: bioethanol, biodiesel, biobutanol, biogas, as well as recent advances in the biofuels industry Ukraine and abroad.
The main purpose of the event is to create additional opportunities for building effective and transparent mechanism to stimulate production and consumption of biofuels, to attract investments in this market and strengthen ties between Ukrainian and foreign producers of ecological fuel and biofuel equipment. In the Conference focused on energy-saving technologies and new sources of raw materials.
It should be noted that the development of the biofuels market in Ukraine will contribute to memory by the Parliament on amendments to some laws of Ukraine concerning the production and use of biofuels. Thus, the new law introduces a number of incentives and benefits for producers of biofuels. In particular, since January 2010 to 10 years are exempt from VAT and sellers of biofuel companies that sell equipment for its production. According to the author of this law, deputy S. Pashinsky in the next 5 years, Ukraine will be able to replace at least 30% of imports of conventional fuels by biofuels own production.
Moreover, with the new year, motorists are planning to transfer of composite fuel. The government wants to introduce a mandatory 3% admixture of ethanol to gasoline to ensure that Ukrainian producers of alternative domestic energy markets. Parliament has already registered a bill on compulsory use of ethanol and biodiesel in gasoline and diesel fuel. According to the Director of the Department of the Ministry of Agrarian Policy of Ukraine Datsenko, next year plans to begin production of bio-ethanol plant in Zolotonosha (Cherkasy region). The power of this plant will amount to 100 thousand tons of bioethanol per year. Also, 11 more Ukrainian distilleries could provide the market with a further 130 tons of this product. "In general, it allows to predict the production of 230 thousand tons of bioethanol, which, with an annual consumption of gasoline in Ukraine just gives us the size of the impurity in the 3%", - noted the official.
Three per cent - this is too little for the full load capacity of our factories. But this creates a platform for industry development, which requires the internal market ", - emphasized the First Vice-Chairman of the concern" Ukrspirt V. Sosnitsky. He also said that Lohvitske spirtkombinate started production of biofuels (BIO 100) on the components of alternative motor fuels (KMPA). The daily production capacity is 100 cu. am already produced and sold 1,500 tons of biofuel. Also on Luzhanska implemented a pilot plant production of liquid automotive universal - "Gamajun" (additives to motor fuel). Power plant is Luzhanska - 30 tons / day, has produced 3970 tons of this product.
As stated in a press release, just in Ukraine there are about 50 enterprises that are capable of producing up to 25 thousand tons of biodiesel annually. In the Donetsk region planned construction of a plant on biodiesel production capacity of 300 thousand tons per year. In addition, in Khmelnitsky region in attracting investment Czech implemented reconstruction project Kamenetz-Podolsky sugar factory, which will allow the company to produce 75 thousand tons of biodiesel annually. But at this time 14 major plant for biodiesel production with a total capacity of 300 thousand tons / year, virtually idle. New technologies are being introduced in Ukraine company Sunfuel. The company produces biodiesel from Waste Frying Oils and animal fats. A company representative Sunfuel Ukraine T. Buys believes that the fuel worked out in such a way that does not compete with food groups and at the same time makes its contribution to improving the environmental situation, as normally used oil poured into the soil, from now on it can make biodiesel.
It should be noted that Ukraine has great potential to develop its own market for biofuels, which is particularly important in an unstable world economy, rising prices for traditional energy and the country’s energy dependency on imported hydrocarbons.
"We have all the features and technologies to produce bio-fuels not only for their own needs, but also for export," - believe in the Association Ukrbioenergo. In turn, Secretary General of the European Association bioetanolnoy R. Virhaut believes that "Ukraine should not rely solely on export of green raw materials, and find ways to use the most available resource base."
