The long-term objective of the project is to support the economic development of the agricultural sector and improve human health and consumer protection by improving the safety and quality of food supply.

The specific objectives of the project are to:

  • provide on-site technical advice in planning and organizing new Ukrainian laboratory of quality and safety of agricultural products within the complex of the NAUU;
  • provide assistance in preparation for accreditation of this laboratory according to ISO 17025 through seminars and specific advice, involving a suitable accreditation body;
  • build capacities of laboratory technical staff in specific advanced analytical techniques;
  • create awareness and develop effective dialogue about food safety related issues among all stakeholders by organizing seminars and workshops on food safety, the Codex Alimentarius system and other regional or international standards or norms.

Project outputs

  1. Ukrainian laboratory of quality and safety of AIC products will be strengthened and used within the general food safety systems to generate further expertise for the quality control of agricultural products. In particular, the laboratory will:
    • train young scientists in the use of highly sophisticated techniques for the detection of residues of contaminants such as veterinary drug and pesticide residues, mycotoxins and other food or feed contaminants;
    • plan or organize national food contamination monitoring programs;
    • serve as an independent reference laboratory in case of legal disputes or where mitigation is otherwise required.
  2. Ukrainian laboratory of quality and safety of AIC products will be prepared to go through the accreditation process for the international standard of ISO 17025 and will be able to pass on this expertise and know how to other laboratories in the country. In particular, they will be in position to:
    • train quality managers of other laboratories from both the government and private sector in the application of good laboratory management practices;
    • extend quality concepts also to scientists or specialties of the NAUU and the Higher Agricultural Education System of Ukraine.
  3. The general awareness about food safety issues and the concept of risk assessment, risk management and risk communication will be increased, particularly by:
    • the support to a national Codex committee comprised of the various stakeholders within the system;
    • the organization of food safety seminars and workshops for the various stakeholders within the system;
    • the presentation of international food standards and guidelines, recommended codes of practice, and other scientifically-based information in view of the required international harmonization.

PROJECT P-169

Project Title: Ð-169 "MANAGEMENT OF THE AGRO CHEMICAL RESIDUES AND DESTRUCTION OF THE OBSOLETE PESTICIDES IN PILOT REGIONS OF UKRAINE (CHERKASSY AND LVIV REGIONS)"

Project implementation was started on the 1st of August, 2004. When starting the project it was planned, that the project would be executed during the period of 2 years, until the 1st of August, 2006. Plan of works, project peculiarities and information concerning project execution, were periodically published at NAU web site and in mass media. At the period of August, 2006, all the planned tasks were successfully executed. Short list of the main results for the Project P-169 activity during the period of 24 months' work:

  • Identification of substances, that are located at the 3 OP stocks in Lviv region and at the 3 OP stocks in Cherkassy region, was conducted ; selected samples were analyzed by the nuclear magnet resonance method (NMR), infra-red spectroscopy (²RS), thin-layer chromatography, gas chromatography and HPLC; researches were conducted at the Ukrainian Laboratory of Food Quality and Safety of AIC (chromatography methods) and in the Institute of the Organic Chemistry of the NAS of Ukraine (NMR and ²RS);
  • During the period from the 1st of August, 2004 till the 1st of August, 2006 we conducted analysis for determination of the operating substances, element analysis, pesticide residue quantities in different matrixes, monitoring of the pesticide residues in soil and plants during the process of remediation; besides, 200 samples were analyzed by the NMR method, 126 samples - by the IRS method, 1347 samples - by different chromatography methods;
  • "List of agro chemicals and obsolete pesticide residues, found during inventory of the pilot stocks in Lviv and Cherkassy regions " was created;
  • repacking of OP, their transportation and destruction at the specialized enterprise (6,0 t from Lviv region and 13,5 t from Cherkassy region) was conducted;
  • Stabilization of the OP conservation areas was conducted;
  • With the aim of cost calculation of stock stabilization for owners we conducted financial estimation of the works chain , that should be conducted to make stocks clear;
  • Some defects in legislation base are found, correction of these defects will help in updating and fasting the works in this sphere;
  • First results of territory remediation, that is around OP stocks, were obtained; character of soil contamination around OP stocks is determined; it was determined, that in Lviv region( Gusjatychi village, Zhydachiv district) there is a domination of contamination by chlorine organic pesticides (COP) , and in Cherkassy region (Kvitky village, Korsun-Shevchenkivskij district) -by COP, treflan, propiconazol, chlorpiriphos ;
  • Specific group of problems was determined, these problems are connected with OP problem and need to be soluted (destruction of fake and smuggling preparations, packages and so on.);
  • Contribution to the formation of the ecologically-oriented outlook of pupils, that reside in the territories of the project implementation, was conducted;
  • Scientific researches in the field of organic and non-organic chemistry, ecology, analytical chemistry of xenobiotics, were started.

Project results and ways for future possible collaboration were discussed with the representatives of the local authorities, respective services and representatives of the local mass media. During the 2 years period of project functioning 20 articles (scientific and in mass media) were published, interviews were given on TV, presentations at the international and Ukrainian conferences and round tables were made. Positive regards to the project were made during discussions of the conducted works in the Department of Chemical Substances Safety of the Ministry of Environmental Protection of Ukraine (September, 2005).

At the session of the project participants, that was conducted on the 25th of June, 2006, and where ÅÐÀ USA expert Mrs. M. Jones, specialists of the Ministry of Environmental protection of Ukraine, specialists and experts, that work on work-out of the National plan of Ukraine in behaving with POPs (of the project manager GEF-UNEP Mrs Î.Ligostajeva and expert, PhD. A. Antonov ) were present, thus conclusion was made, that in the process of project execution:

  • One of the approaches of small OP stocks management and stabilization of OP conservation places was demonstrated
  • Significant scientific work on organic chemistry, analytical chemistry, ecotoxicology, general biology, was conducted
  • Contribution to the development of new direction- ecological management of the anthropogenic activity-was made
  • Solution of the separate organizational questions was offered (propositions on updating of the needed infrastructure; information about cost of works complex (on the example of works for purification of 6 stocks) and propositions on possible additional financing resources)
  • Complex works on remediation of the contaminated territories in 2 climatic zones
  • Need in significant development of works of studying children aspects of vital activity safety and informing of mass media, was determined.

Obtained results and organization of works execution were positively estimated by the partner ÅÐÀ USA, and a decision was made to continue partner project for one more year, until the 1st of August, 2007. Decision was based on the confidence of our partners and project scientists-executors, that new obtained results can be more significant and important for the environmental protection. Nowadays we observe a transition of agricultural lands to the private property and property of farm enterprises. New owners are interested in purification of OP stocks and renovation of soil near stocks. At the present day in Ukraine there is only one actively operating enterprise (licensed), that specializes in OP destruction, so we feel a lack of regional plants that specialize in destruction of the toxic materials. Analysis of substances from the stocks of Lviv and Chernigiv regions that were conducted in the process of the Project P-169 functioning demonstrated, that some of them can potentially be resources (e.g. Dalapon , DNOC, Olitref ),and can serve as a resource base for clear organic synthesis). Chemical plants, specializing in production of clear reagents (RIAP, (Kyiv); RIAP, (Lviv); factory of chemical reagents (Shostka) - that's all in Ukraine) are interested in having access to the data base of chemical substances for further possible use of these products in industrial production. New technologies of organic substances destruction, avoiding derivation of dioxine and gas (technologies like alkali fluxing), that are being researched by the project executors, in future can become a base for creation of new enterprises in Ukraine.

Additional data of pesticide migration on the near stock territories, and also works out for purification and renovation of the contaminated territories will give possibility to approach the end of the complete neutralization cycle and prepare to the practical application of technologies to provide decrease of the anthropogenic influence on the environment. Obtained results will be included to the regional OP programs.

During 4 quarters (from August, 2006 until August 2007) it is planned to conduct works according to 2 main stages:

  • Stage 1. Search of researches for new technologies for chemical processing of pesticides and estimation of possibilities of the chemical processing for a big quantity of pesticides, using Freon-22.
  • Stage 2. Purification and renovation of the territories near stocks that are contaminated by pesticides.

It is also planned to organize exchange of experience and demonstration of the obtained results at the 9th ÍÑÍ forum, and also cooperation with Ministry of Environmental Protection of Ukraine and public organizations. Additional data that will be obtained during the project will provide decrease of the anthropogenic influence on the environment and renovation of the contaminated soils. Experience of utilization and OP stocks management can be spread on all the former USSR republics.

Selected technology, not only chemical destruction, but also renovation of the contaminated territories, will be presented to the potential investors with the aim of further commercialization.

Research results will be published in the final report and scientific articles.
